In order to study and develop new drug-free methods of therapy, introduce them into practice, as well as provide medical and psychosocial assistance to patients with limited and functional disorders, since 1979 on the basis of the Dnipropetrovsk Regional Psychoneurological Hospital, an office was opened to provide them with assistance on an outpatient basis.
In 1986, on the basis of this office, a regional psychotherapeutic audiological center was created with an outpatient clinic and a 60-bed hospital. In 1989 he was awarded the status of the Republican Scientific and Practical Center of the Ministry of Health of the Ukrainian SSR (order of the Ministry of Health of Ukraine No. 77 dated 04/03/1989).
Since 2002, the Center has been renamed into the Ukrainian Center for Psychotherapeutic Rehabilitation in the structure of the KU DKPB (order No. 285 of the Ministry of Health of Ukraine) and, unfortunately, does not exist at the moment. Now, this is an ordinary department in the structure of the regional psychiatric hospital, department 42. Since May 2020, the hospital has been reformed and Professor Rakhmanov no longer works in it.
In 2012, in an abandoned kindergarten building on 17-A Stoletov st., the building was reconstructed and overhauled, and the Research Institute for Child and Family Psychiatry, Psychotherapy, Psychology, Medical, and Psychosocial Rehabilitation was established.
Today, the institute has combined all the experience of previous endeavors, medical research, and the unique practice of Professor Rakhmanov.

Goals and objectives
Ensure the provision of a complex of medical and psycho-social assistance, in particular psychotherapeutic, psychological, correctional pedagogical, psychiatric assistance in combination with other treatment and rehabilitation measures for patients with limited and functional diseases, incl. with autism, autism spectrum disorders, sensorineural hearing impairment, delayed secondary neurotic and somatoform disorders.
Provide training for relatives of patients in a complex of individual rehabilitation measures and skills for social adaptation in the home and household conditions (in micro- and macro-environment), as well as monitoring its implementation.
To master and introduce into practice new modern means and methods of medical and psychosocial rehabilitation measures for these categories of patients, complicated by secondary neurotic and somatoform disorders.
Train specialists in our developed methodology, mainly without the use of medical therapy.
Conduct research work to identify and systematize the patho- and psychopathological symptoms and syndromes of the indicated category of patients, prepare guidelines and manuals for the provision of psychotherapeutic, psychiatric, psychosocial and medico-psychosocial assistance in combination with other treatment and rehabilitation methods.
Maintain relationship (and continuity) with other health care institutions, specialized kindergartens, boarding schools.
Study, generalize and disseminate advanced domestic and foreign experience in the rehabilitation of the specified contingent of patients.
Conduct joint work within the framework of international scientific cooperation, etc.
Development of a method for mathematical forecasting of the effectiveness of medical and psychosocial rehabilitation measures.
